C	dl-Panthenol (Protameen)	0.25
C	Prochem 100 CG (Hydrolyzed Collagen) (Protameen)	0.25
C	Unicide U-13 (Imidazolidinyl Urea) (Protameen)	0.30
D	Fragrance Herbal 17C002180 (Cosmo International)	0.10

With smooth agitation, add the Protamate Foaming Concentrate of Phase A to the deionized water.
Heat to 40 C.
Mix until uniform and add the Protaquat ISL.
Premix Phase B and add to Phase A. Premix Phase C and add to Phases A and B.
Add Phase D and mix.
Adjust the pH with citric acid to 5.0 – 6.0. Use sodium chloride to adjust viscosity.
